Health Care Coverage: Prescriptions
Requires health service plan contracts and health insurance policies that cover outpatient prescription drug benefits to provide coverage for a drug that has been prescribed for the treatment of pain. Prohibits those contracts and policies from requiring the subscriber, enrolled, or insured to first use another drug or product. Specifies that these provisions do not pertain to a plan or policy under the Public Employees' Retirement System.

Commentary: CA - Access to Pain Medications. Prohibits a health plan from using step therapy when a physician prescribes pain meds to their patients.

Single-Payer Health Care Coverage
Establishes the State Healthcare System to be administered by the newly created State Healthcare Agency under the control of a Healthcare Commissioner appointed by the Governor. Makes all residents eligible for specified health care benefits under the system, which would, on a single-payer basis, negotiate for or set fees for health care services provided through the system and pay claims for them. Extends the application of insurance fraud laws to providers of services and products under the system.

A.B. 1826

There is a bill moving rapidly through the California Legislature that we support.  It is AB 1826 and it prohibits ”step” also known as “fail first” practices by insurers.  This bill will be going to a vote in the Health Committee on Wednesday, June 30.  I have attached the letter that we have sent to the Chair of that Committee, Senator Elaine Alquist, and we ask that you write a similar letter (or just change the signature line and put on your letterhead the identical letter ) and send it her as well.  The attached letter will give you more detail about the issue.
